Shear Command

- Shear[ <Object>, <Line l>, <Ratio r> ]
- Shears the object so that points on line l stay at the same place and objects in distance d from the line are shifted by d\cdot r in direction of the line (direction of the shift is different for halfplanes with respect to l).
